The rent shares for the 31st year of Kuang Hs were paid up in full by the 8th Moon of the prezent year. These sums, which constitute the main annual revenue of the Railway Office, are, together with the amounts subscribed for ordinary shares, placed out at interest, and are The sums required by the Railway Office for construction of buildings, payment of salaries, specially earmarked to meet the expenses of construction of the fine. The above Balance-sheet and purchase of provisious, &c., are met from the taxes levied on opium deus, the share mouey has been published for the information of all whom it may concern.

ALTHOUGH there has been considerable agitation against the acceptance of the
Peking, January 8, 1907. terms of the Canton-Kowloon Railway Agreement, the signature of which I had the honour to report in my despatch No. 464 of the 12th November, 1906, the delay which has occurred in the ratification of the instrument is largely due to other causes, one of which was the absence in Shanghae of Mr. Bland, the agent of the British and Chinese Corporation.
On his return here his Excellency Tong Shoa-yi, who had shown considerable firmness in rejecting the demands of his fellow-provincials for a reconsideration of the whole question, approached Mr. Bland with the view of ascertaining whether it was possible to shorten the term of the loan from fifty to thirty years. This was a matter which did not affect the flotation of the loan or the interests of the Corporation, although by reducing the duration the investment it was calculated to lower the
issue price and, to that extent, prejudice China herself.
I was very reluctant, when Mr. Bland first consulted me on the subject, to consent to any modification of the Agreement, on the ground that if we admitted one change a demand for others was sure to follow. Eventually, however, I agreed to his entertaining the question ou the express understanding that his Excellency Tong Shoa-yi should give me a personal undertaking that no further alteration of any kind would be requested, and that, on receiving the assent of the Corporation, he would lose no time in submitting the Agreement for the Imperial ratification. assurance Mr. Tong gave me at an interview at the Wai-wu Pu on the 28th ultimo, and Mr. Bland in due course conveyed to his Excellency the Corporation's approval of the change, and received in return an intimation that he hoped to memorialize the Throne on the subject on the 12th instant.
